Impact
  Some States see 45% Increase in Rates Due to Mandates
  1999 Study by HIAA Showed One in Four Uninsured are because of State Mandates

Uninsured in 2003
  45 million in U.S. in 2003
    14 million are Eligible for, but NOT Enrolled in Medicaid &/or CHIP's
    15 million Uninsured have Household Incomes Over $50,000
          Many of these Uninsured are thought to be self insuring or in very short-term events
    15 million Uninsured have Household Incomes Under $25,000
